what is a good/free photo editing program to use?

ok im new at translating manga and what is a good and free editing program for translating manga? i want to copy and paste the text in the manga (copy and paste) so i can use a online dictionary.

well if there was a program like that you wouldn't find it here and we'd all be translators if it was for free, but I doubt there's one to buy that isn't strictly licensed for use, or unavailable for private use :p

you can always try to use some Japanese OCR to get text from the pages and translate it with online translator, but you won't find free OCR and the translation will be shitty >_<

err its not over yet. download gimpshop or just plain GIMP. its a fully functional freeware raster graphics editor.
