hmmmmm i like the color scheme along with the background. the only thing that kind of throws it off would be that blur around the head but i think you use to to blend the face so that was a good idea. hmm i say an 8/10.

@beaver: If you like you can use that sig. And as for the rain:I will tell you when I got more time, it's really difficult though. In short it is : new layer > Paint black completely > add noise (certain amount for example 45) > motion blur (distance for example 7) > screen layer > make several layers like that > go into Imageready > you should be able to do it now if you know how to work with Imageready : make several frames with 1 of the layers you made each and play around with the time of the frames.

Oh yeah I was using CS2 but I suppose CS3 would work too. You can use different way to make it, like before adding the noise you can first make difference clouds or change the settings. Changing the oppasity will also work.

the second on is a shorther version of the second one and the third one is a slower version of the second one.

endless, you can improve your sig by letting smoke come out of luffy's body, it's really that difficult, but sadly I can't do it too well.

There was this one forum where I could learn it , but it seems it closed down >_<

Well, in my sig, I'm using mist, but If I could learn to make a upward motion to the mist, I could probably do it. And there was tutorial for it on that forum, but like I said, it's all gone :(
