After saving a young girl names Aiko from some delinquents, Kyousuke falls madly in love with her. Any resemblance Ultimate!! Hentai Kamen has to a normal love story ends right about here! In the course of saving Aiko from being held hostage in a bank robbery, Kyousuke accidentally puts a pair of woman's panties over his head and becomes Hentai Kamen, a superhero pumped up with horniness and clad in only his tighty whites and, of course, the panties as a mask. From there, he pummels the bad guys and saves the girl, a rescue she's less then thrilled about.
The shining point of this manga is definitely, without question, the characters. From the start, you have a main character/superhero that goes around fighting crime wearing woman's panties over his face, and pulling off a number of perverted attacks like his "Inferno Tightrope Slide!!" where he ties a whip around the criminal's neck and a balcony and slides down it on his crotch. And as insane as he is, most of the supporting characters are just as outrageous. You have Kyousuke's Mom, whose side job is an S&M mistress, and a girl who says she's Kyousuke's fiancée and who practices Honorable Lusting Fists (a martial arts technique designed to confuse a male opponent with sexually suggestive poses) to name but two of them. Aiko is really the only normal, clichéd, character worth mentioning, that’s how very abnormal and strange this manga is.
Though the art isn't as detailed as new titles such as Berserk or Kurozuka tends to be, it's still got its own charm. The characters have their own personalities that come out in how they look, especially when they're trying to look perversely funny, like Hentai Kamen. It's certainly not an eyesore, and I think part of the humor comes from how they're drawn. Some side characters are even drawn abnormal to add to the comedy.

I will say this though; some people just can't seem to find this manga funny for some reason. They focus too much on how gay some of Hentai Kamen's actions seem. Sure, half his attacks end up with the criminals face buried in his crotch. What's funny is how he comes up with perverted ways, using his crotch, to finish off an enemy. Take that "Inferno Tightrope Slide!!" attack. It's funny because he's sliding down a whip on his crotch which slams the enemy’s head into the wall and finishes him off. That he ends up with his enemies faces smashed into the crotch is nothing sexual, just fun comedy.
Overall, I love this manga. It's unique in its humor, and it kills me with how funny it can be. It's not a manga that recycles the same old stuff to try to be humorous, it actually is funny by itself if you just have an open mind about it and don’t try to analyze every little detail, looking for reasons not to like it. If nothing else, try the first chapter. You should know by the end whether it's something you'll like and enjoy.
And I think Japans Hard Gay is a realistic application of Hentai Kamen :D
