Who said Duval was weak? We don't know his strength yet, all we know is he was innocent until Sanji got a bounty with a drawn picture. For all we know the guy could be a juggernaut of a man, and I for one am looking foward to a somewhat long, and hilarious fight between him and Sanji.

A pirate king would have atleast 1KKK beri bounty. And luffy only got a 300kk right now, although it should be 400kk by now for defeating Moria (k = 1000).

My question is, Would Dragon (Luffys dad) be the most wanted man in the world because hes the leader of a revolutionary movement, or would White Beard be worth more due to him being the closest to becoming the pirate king?

I think Dragon is worth more because He's more of a danger to the government itself.

And Whitebeard is a danger to the Justice of the Marines, and I don't think the marines have that much pride to give up their own life so Dragon is worth more because it's a danger for them itself.
