The nation's four Internet provider organizations have agreed to forcibly cut the Internet connection of users found to repeatedly use Winny and other file-sharing programs to illegally copy gaming software and music, it was learned Friday.

The move aims to deal with the rise in illegal copying of music, gaming software and images that has resulted in huge infringements on the rights of copyright holders.

Resorting to cutting off the Internet connection of copyright violators has been considered before but never resorted to over fears the practice might involve violations of privacy rights and the freedom of use of telecommunications.

The Internet provider organizations have, however, judged it possible to disconnect specific users from the Internet or cancel provider contracts with them if they are identified as particularly flagrant transgressors in cooperation with copyright-related organizations, according to sources.

The four organizations include the Telecom Service Association and the Telecommunications Carriers Association. About 1,000 major and smaller domestic providers belong to the four associations, which means the measure would become the first countermeasure against Winny-using rights-violators used by the whole provider industry.

They organizations plan to launch a consultative panel, possibly in April, together with copyright organizations including the Japanese Society for Rights of Authors, Composers and Publishers and the Association of Copyright for Computer Software. They will then begin making guidelines for disconnecting users from the Internet who leak illegally copied material onto the Net.

The number of users of file-sharing software such as Winny in the country is estimated to be about 1.75 million, with most of the files exchanged using the software believed to be illegal copies.

A brief six-hour survey by a copyright organization monitoring the Internet found about 3.55 million examples of illegally copied gaming software, worth about 9.5 billion yen at regular software prices, and 610,000 examples of illegally copied music files, worth 440 million yen, that could be freely downloaded into personal computers using such software, the sources said. In other words, this survey alone, uncovered damages amounting to 10 billion yen.

Two years ago, a major Internet provider tried to introduce a measure to disconnect users from the Internet whenever the company detected the use of Winny or other file-sharing software.

However, the provider abandoned the idea after receiving a warning from the Internal Affairs and Communications Ministry that such an approach was regarded as Internet snooping and might violate the right to privacy in communications.

According to the new agreement, copyright organizations would notify providers of Internet protocol addresses used by those who repeatedly make copies illegally, using special detection software. The providers would then send warning e-mails to the users based on the IP addresses of the computers used to connect to the Internet. If contacted users did not then stop their illegal copying, the providers would temporarily disconnect them from the Internet for a specified period of time or cancel their service-provision contracts.

well, this would mean that most of the raw manga will be hard to find. And maybe this will affect the anime fansubber to. I dont know.

The providers will lose customers to providers who don't ban users,it's in their disadvantage. Are they nuts or something ?

well, in america I heard that it cost about $40 per episode of anime for True tears and shigofumi. well, they licensed it early and sell it with that price. I heard some groups had to realese it by P2P. so if this two actions taken in the same time ( banning P2P users and early licensing) the fansubbers will have a hard time..........

I'm pretty sure there will be bypasses soon enough for that.

besides there are still some providers who won't do that. And we will be able to get our stuff through a window hole.

Don’t people know how to read the entire ****ing article? It says they will be primarily targeting users of Winny. Then for those ignorant mother****ers here who don’t know jackshit about the underground Japanese P2P scene, we aren’t talking about the folks who are on the tailend of the filesharing chain (you know the ones using Limewire, IRC, BitTorrent, etc.). In a nutshell, Winny take some design principles from Freenet in order to allow anonymous filesharing. After the original developer was arrested and its development stopped, a more secure version known as Share was created. The majority of the underground Japanese filesharers moved onto that. However, when the security aspect of Share was compromised via a demonstration in 2006, Perfect Dark was created and the hardcore underground filesharing community has moved onto that.

While there are laggards who continue to use Winny and still more continuing to use Share (and even more dumbasses who continue to use really unsecure p2p like WinMX-J/Utatane connected to OpenNAP for that matter), the Japanese media industry and ISPs aren’t going to stop the problem they wish to stop since the hardcore 0-day release folks aren’t even using Winny or Share anymore. The ones still using those are just the less technical folks that don’t tend to keep up with the latest and are just continuing to use what they know since they are just so used to it. In the meantime, all the J-Dorama, Movies, JPop, Anime RAWs and JAV will continue to be released at breakneck speeds. Additionally, there are more than enough insiders who also leak releases into China where it gets propagated fairly quickly via a variety of p2p software including BitTorrent. And the irony is that these folks in Hong Kong and Taiwan are the ones who end up posting on Japanese BBS torrents of JPop, J-TV, and JAV first. If the Japanese media conglomerates want to curb piracy and distribution of OA broadcast content, they first need to plug the leaks within their respective industries and secondly, try and crack the Perfect Dark network and whatever else pops up after it. Then they have to target every single other filesharing network being used at which point, they might as well kick every single Japanese person off the net.

And finally, to all the mother****ing ignoramuses (I notice a good number of you are that part of the ignorant American populace who don’t know jack about the rest of the world) leaving racists comments, **** OFF AND DIE!

Lol, I didn't read the article completely because it was so big, but it seems they won't be able to stop them completely.

Also IF they are able to stop them, we still won't have to worry about it. Well, that is for the manga's, because w're all able to upload images onto image uploading sites, it may be inconvenient but we'll have to live with it.

Another thing, there is still the Chinese side of where the manga's are distributed, If the Japanese source get's killed, we still have the chinese branch source. We can get all we want from there.

Though from the post it seems we don't have to worry.


But I want to ask, why did he mention "racist comments" ?

win-mx lol people still use that?

just remember over here that before napster went down people had already moved on to win-mx limewire bearshare(was it called bearshare if forgot) gnutella e.t.c.
dont worry they are always two to three steps in front of their attempts to curb piracy

As far as I could tell it was only people who used a certain type of file sharing program so I doubt it will effect that many people anyway.

Seems like in the end it won't make that much of a difference since the technology is already ahead, but it still might scare off a few people, but not likely the one that know what they are doing so it won't matter. Interesting find though.

well, Anon is right.... The anime fansubbers feel more heat then us (which I feel sooo down). For that coment that moonster take, I dont agree with that. READ THE NEWSPAPER PLEASE. they will try to hunt everyone, but give priority to Winny because it is popular.

Well, basically everyone in Japan is involve because 4 major ISP do it together . dont know if there is any ISP there left behind. well, is there is, they going to get lots of new costumers....

Maybe someday Japanese govt will step in to solve this like they do in 2006. We will see is that true that consumer power is stronger than the sellers.

BTW, it is wierd when they promoting High speed Internet(16MB/sec) and doing things like this. you dont need Internet that fast just to check some mails and download some legal movies/animes. well, the speed from the server cannot reach that fast.

Don't worry too much. If they really start banning file sharers a lot of people will switch the company.That means they loose a lot of popularity and users. If there are few users there will be fewer money. After that it is only a matter of time. ^^
After that they have to give up on their plan...and everything goes back to normal. So to say it again:

IT IS ONLY A QUESTION OF TIME/MONEY/POPULARITY !!!

If one of thosse three ressources runs out everything will be like it was....

The way I see it, it runs both ways.

Either the plan will run out of steam, or the anime industry which gives you your crack will.

LoL like they wil succeed..... pffff if something is banned, they will find another way to do it.
Example: Napster was like procecuted for shyt..... pfff what did WE(the..lets say custemors or downloaders) do after it, we found many other ways to dll them like LIMEWIRE, bittorrent, kazaa..... if i make a list it will take me weeks to even complete 50%..... there is no way that they can block file sharing.....and there are always ways to change the isp or a way for us to use our isp while conceiling it behind another one......and lets make a bet if file shares really get banned from the net...... there will be MUCH more pressure from the customor side then the so called movie industrie, procecutions, law suits, threatening letters, maybe some anime/mnga psycho will even commit a murder..... thats the world we live in. If something happens it will be there own fault.
